Following received from Hongkong telegram No.10

March 3rd begins:-

Addressed to Peking telegram No.10 of March 3rd

repeated to Mission, Canton, Commercial Counsellor,

Trade Commissioner.

Your telegram No.12.

Explosives. Jardine Matheson and Company are

informed by their agents that export of these articles from United Kingdom is authorised by general license

which in practise would mean that there is no govern-

ment control of shipments and therefore no observance

of Chinese regulations. If this is correct it seems

unreasonable that Hongkong should advise with the result that Jardine Matheson and Company are penalised for their honesty in producing evidence of official approval by Chinese authorities at port of destination. If direct shipping were available unlimited consign ments could apparently be shipped from United Kingdom to Canton. Exemption from customs duties would be secured by consignees in the shape of local huchaos

but terms of these in no way concern Hongkong.
